The \u201clabelling war\u201d has been raging at least since 2017, and it is the European citizens\u2014whose health is not adequately protected\u2014who end up paying the price.<\/p>\n<p>Two opposing factions can be identified: one favors the <b>Nutri-Score system<\/b>\u2014supported by France, Germany, Switzerland, and Great Britain\u2014while the other, led by Italy, advocates for a system known as <b>Nutrinform<\/b>.<\/p>\n<p>The situation on the ground is \u201cvaried\u201d and very confusing because:<\/p>\n<ul>\n<li aria-level=\"1\"><a href=\"https:\/\/www.giuseppecaprotti.it\/ferrero-e-lactalis-tra-i-lobbisti-contro-ladozione-del-nutri-score-ma-i-benefici-deletichettatura-per-la-salute-pubblica-sono-chiari\/\">Major multinationals, such as Ferrero and Lactalis, have built a wall against Nutri-Score;<\/a><\/li>\n<li aria-level=\"1\"><a href=\"https:\/\/www.lemonde.fr\/planete\/article\/2024\/10\/22\/nutri-score-un-etiquetage-nutritionnel-fragilise-faute-de-soutien-politique_6357907_3244.html#:~:text=Agriculture%20%26%20Alimentation-,Nutri%2DScore%20%3A%20un%20%C3%A9tiquetage%20nutritionnel%20fragilis%C3%A9%2C%20faute%20de%20soutien,pourtant%20pr%C3%AAt%20depuis%20plusieurs%20mois.\">Others, like Danone in France, have taken an ambiguous stance;<\/a><\/li>\n<li aria-level=\"1\"><a href=\"https:\/\/www.giuseppecaprotti.it\/il-nutrinform-battery-la-risposta-italiana-alletichettatura-del-cibo-nutri-score-un-fallimento-politico-e-operativo-totale-annunciato\/\">In Italy, nothing has materialized regarding Nutrinform despite previous announcements.<\/a><\/li>\n<li aria-level=\"1\"><a href=\"https:\/\/www.giuseppecaprotti.it\/flash\/possibile-scontro-nella-ue-sulletichettatura-del-cibo-carrefour-france-impone-nutri-score-a-tutti-i-fornitori\/\">Carrefour France, for instance, wants to impose Nutri-Score on all its suppliers\u2014including major brands like Coca-Cola, Ferrero, and Mondelez\u2014which continue to hide the nutritional profiles of their products.<\/a><\/li>\n<li aria-level=\"1\"><a href=\"https:\/\/www.giuseppecaprotti.it\/flash\/in-italia-arriva-il-nutri-score-su-100-prodotti\/\">In Italy, Nutri-Score is reportedly being rolled out on 100 products<\/a>.<\/li>\n<li aria-level=\"1\"><a href=\"https:\/\/ilfattoalimentare.it\/yuka-app-riflessione.html\">There\u2019s also the popular <b>Yuka app<\/b><\/a> with 65 million users (of which 7 million are in Italy), which is tied to<b> Nutri-Score <\/b>(as reported on Friday, January 24, 2025).<\/li>\n<\/ul>\n<p>In reality, we have two \u201csystems\u201d: the first\u2014the <b>Nutri-Score<\/b>\u2014is improvable (its parameters have been modified over time) even though it may have been somewhat misleading initially, since the letters and colours refer to a category rather than an absolute judgement.<\/p>\n<p><b>The second, the notorious Nutrinform, seems to have been launched solely as a countermeasure to Nutri-Score, without any substantial objectives<\/b>.<\/p>\n<p>A simple comparison of the two labelling types reveals that while a label with a specific letter and yellow colour clearly differs from one with a different letter and green colour, Nutrinform labels are indistinguishable from one another.<\/p>\n<\/div>\n<\/div>\n<p>[\/vc_column_text][vc_separator][vc_single_image image=&#8221;67133&#8243; img_size=&#8221;full&#8221;][vc_separator][vc_column_text]<\/p>\n<div id=\"main\" class=\"sidebar-right sidebar-divider-vertical\">\n<div class=\"wf-wrap wf-wrap-del-header\">\n<div class=\"wf-container-main\">\n<div id=\"content\" class=\"content\" role=\"main\">\n<article id=\"post-89913\" class=\"post-89913 post type-post status-draft format-standard has-post-thumbnail category-uncategorized tag-e-commerce tag-marketing category-1 description-off\">\n<div class=\"entry-content\">\n<div class=\"wpb-content-wrapper\">\n<div class=\"vc_row wpb_row vc_row-fluid dt-default\">\n<div class=\"wpb_column vc_column_container vc_col-sm-12\">\n<div class=\"vc_column-inner\">\n<div class=\"wpb_wrapper\">\n<div class=\"wpb_text_column wpb_content_element \">\n<div class=\"wpb_wrapper\">\n<p>This article captures the situation very well<b>: <\/b><a href=\"https:\/\/ilfattoalimentare.it\/corte-conti-ue-etichette.html\"><b>there is too much confusion over food labels<\/b><\/a><b>.<\/b><\/p>\n<p>That is the conclusion of a <a href=\"https:\/\/ilfattoalimentare.it\/wp-content\/uploads\/2024\/11\/IT-ECA-report-Food-labels-EMBARGO-25-NOV.pdf\">report<\/a> published on November 25 by the European Court of Auditors, which points out that EU consumers are exposed to an ever-increasing number of claims, indications, and logos that make it progressively harder to make informed purchase decisions\u2014instead of being helpful. <a href=\"https:\/\/eur-lex.europa.eu\/LexUriServ\/LexUriServ.do?uri=OJ:L:2011:304:0018:0063:it:PDF\">According to Regulation (EU) No 1169\/2011<\/a>, labels must provide certain mandatory basic information, while health and nutritional claims are regulated by <a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/IT\/TXT\/PDF\/?uri=CELEX:32006R1924\">Regulation (EC) No 1924\/2006<\/a>. However, <b>the European Court of Auditors has identified a series of worrying gaps in the legislation, in the controls, and in the sanctions, which can leave room for unfair practices and misleading information. In short, European legislation has not kept pace with the market<\/b>.<\/p>\n<p>\u201cInstead of clarifying things, food labels often create confusion: there are hundreds of systems, logos, and indications that consumers have to decipher,\u201d stated Keit Pentus-Rosimannus, head of the audit. \u201cCompanies can be very creative in what they display on packaging, and EU rules are not keeping up with a rapidly evolving market: about 450 million EU consumers are therefore defenseless against messages that are either deliberately or inadvertently misleading.\u201d<\/p>\n<p>The Court\u2019s investigation, covering the period between 2011 and 2023, was conducted in three European countries\u2014Belgium, Italy, and Lithuania\u2014to ensure geographic balance.<\/p>\n<p><b>Nutritional and Health Claims<\/b><\/p>\n<p><b>Among the shortcomings identified by the European Court of Auditors is that the legislation permits the use of nutritional and health claims even on products high in fats, sugars, and\/or salt. Simply adding vitamins, minerals, fibre, or proteins to unhealthy foods is enough to boast of beneficial properties. This is a consequence of the absence of nutritional profiles to limit the use of such claims. The original regulation foresaw their definition and implementation by 2009, yet 15 years later there is still no trace of it.<\/b><\/p>\n<p>Furthermore, consumers are increasingly exposed to unregulated health claims regarding plant-based substances, the so-called botanicals. The EFSA suspended its evaluations of claims related to these substances in 2010; at present, there are over 2,000 such claims. In the absence of an EU-wide list of approved botanical claims, member states have adopted different approaches.<\/p>\n<p><b>Precautionary Allergen Labelling<\/b><\/p>\n<p>Another major issue is allergen labelling and precautionary statements. While companies seek to protect themselves and allergic consumers by including warnings like \u201cmay contain\u2026\u201d, the Court of Auditors notes that excessively cautious and vague allergen labelling risks unnecessarily limiting the choices of consumers with food allergies. Meanwhile, vegetarians and vegans face a total lack of regulation, as there is no valid EU-wide definition of \u201cvegan\u201d or \u201cvegetarian.\u201d<\/p>\n<p><b>Nutri-Score and Other Logos<\/b><\/p>\n<p>The Court\u2019s investigation also addressed the matter of nutritional labelling. The problem identified here is the presence of multiple labels on the front of packages and the lack of harmonisation. A common labelling proposal was envisaged under the Farm to Fork strategy by the end of 2022, but this too did not materialise. Currently, at least six different systems exist within the EU, including Nutri-Score, <a href=\"https:\/\/www.giuseppecaprotti.it\/il-nutrinform-battery-la-risposta-italiana-alletichettatura-del-cibo-nutri-score-un-fallimento-politico-e-operativo-totale-annunciato\/\">NutrInform Battery, and Keyhole. The European Court of Auditors observes that the coexistence of multiple systems\u2014with different purposes and methods of interpretation\u2014can generate confusion among consumers.<\/a><\/p>\n<p>The report also highlights the proliferation of voluntary labels, logos, and claims that indicate certain product qualities, often without a shared and regulated definition. This is the case, for example, with the <a href=\"https:\/\/www.giuseppecaprotti.it\/greenwashing-lo-screening-dei-siti-web-rivela-che-la-meta-delle-affermazioni-ecologiche-e-priva-di-fondamento\/\">numerous environmental claims that frequently amount to greenwashing<\/a>. Unfortunately, current European rules are unable to curb these practices.<\/p>\n<p><b>Gaps in EU and Member State Actions<\/b><\/p>\n<p>Despite all these shortcomings and issues, the <b>European Union does not seem particularly interested in informing and educating consumers: between 2021 and 2025, the EU allocated only 5.5 million euros for food labelling awareness campaigns, and consumer information campaigns conducted by member states are sporadic. Controls work well for mandatory information, but are few or non-existent for voluntary information, including nutritional or health claims. The same applies to products sold online, especially those marketed by non-EU companies. Finally, the Court of Auditors believes that the penalties imposed are not always effective or proportionate<\/b>.<\/p>\n<p><b>Recommendations of the European Court of Auditors<\/b><\/p>\n<p>At the end of the report, the Court makes five recommendations to the European Commission, to be implemented by 2027:<\/p>\n<ul>\n<li aria-level=\"1\">Address the gaps in the EU\u2019s legal framework on food labelling;<\/li>\n<li aria-level=\"1\">Increase efforts to analyse labelling practices;<\/li>\n<li aria-level=\"1\">Monitor consumer expectations and take steps to help them better understand food labels;<\/li>\n<li aria-level=\"1\">Strengthen member state controls on voluntary labelling and online retail;<\/li>\n<li aria-level=\"1\">Improve reporting on food labelling.<\/li>\n<\/ul>\n<p>Below is a practical example of the confusion generated by marketing-driven labelling.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<p>[\/vc_column_text][vc_separator][vc_media_grid grid_id=&#8221;vc_gid:1743365396945-2c8ec420-e371-6&#8243; include=&#8221;67122,67123,67124,67125&#8243;][vc_separator][vc_column_text]This soft bread, produced by Barilla in France, self-describes as \u201cNature\u201d (natural), yet if you look at the back of the package, all the additives typical of ultra-processed food are clearly listed.<\/p>\n<p><b>It would be desirable for the EU to tackle this political issue and act in the interest of consumer health, especially since it is the poorest segments of society that bear the brunt of ultra-processed food marketing\u2014which leads to obesity, diabetes, and cancer.<\/b><\/p>\n<p>Of course, food labelling legislation should aim at harmonisation, avoiding local anomalies such as the recent case of ready-made soups. <a href=\"https:\/\/www.fruitbookmagazine.it\/zuppe-fresche-da-bollire-per-5-minuti-pellegrini-coop-prodotto-stravolto\/\">Elisabetta Pellegrini, fresh produce and convenience buyer at Coop Italia, comments on the latest ministerial recommendations concerning fresh, ready-to-consume soups and purees, which must now bear the instruction \u201cbring to a boil for at least 5 minutes\u201d<\/a><\/p>\n<p><b>Clear labelling, including the origin of all ingredients in a product <\/b>(as described here: <a href=\"https:\/\/www.giuseppecaprotti.it\/perche-ci-vuole-letichettatura-dorigine-del-cibo-del-miele-ma-anche-del-pomodoro-dellolio-del-latte-o-del-vino\/\">Why food origin labelling is needed<\/a>\u2014for honey, as well as for tomatoes, oil, milk, or wine, as Coldiretti points out), <b>is a chimera<\/b> because it is considered impossible by the food industry.<\/p>\n<p>Therefore, the best possible compromise on labelling must be found. Alternatively, <b>a technological leap<\/b>\u2014such as <b>the use of QR codes<\/b> (<a href=\"https:\/\/www.giuseppecaprotti.it\/codice-a-barre-22-multinazionali-lo-sostituiranno-con-il-qr-code-standard-gs1\/\">with 22 multinationals set to replace traditional barcodes with the GS1 standard QR code<\/a>) or an app similar\u2014but not identical\u2014to Yuka\u2014could provide the flexibility that is currently lacking in a rapidly changing scenario.<\/p>\n<p><a href=\"https:\/\/www.agricultura.it\/2025\/01\/06\/masaf-da-1-gennaio-ue-ha-obbligo-di-indicare-origine-frutta-secca-sgusciata\/\">Just a few days ago, there was discussion about making nut labelling mandatory for dried fruit<\/a>, and today it\u2019s about <a href=\"https:\/\/www.gamberorosso.it\/notizie\/allarme-piombo-alimenti-bambini\/\">lead in children\u2019s food<\/a>.
